Bluffton Mayor John Whicker declared Wednesday, July 3 as “Phil Swain Day,” commemorating Swain’s retirement and last day as vice-president and branch manager of Bluffton’s PNC Bank office. Whicker noted Swain’s 46-year career in banking, 31 of which were at the Bluffton bank, and his years of community service.
