Long-time Bluffton City Councilman, James “Jim” E. Phillabaum, 82 of Bluffton passed away on Friday morning, Jan. 27, 2023, at Christian Care Retirement Community.
Funeral arrangements are pending at this time under the care of the Thoma/Rich, Lemler Funeral Home in Bluffton.
