Eli Brooks, front, was the winner of this year’s flag education test program for the fourth district of the American Legion Department of Indiana. The fourth grader at Bluffton-Harrison Elementary School won first place out of 29 Legion posts, earning $50. He is the son of Jason and Cindy Brooks, who are pictured in the back at left.
