PUBLIC NOTICE
State Revolving Fund (SRF) Loan Program Categorical Exclusion (CE): Town of Ossian, Wells County, Jefferson Township, PER: Collection System Improvement Projects; SRF Project WW 23 38 90 01.
To all interested parties: this is notification that the Town of Ossian Collection System Improvement Projects is categorically excluded from substantive environmental review. The SRF is submitting the CE for public notice.
The Town of Ossian owns and operates a municipal wastewater utility, consisting of a separated wastewater collection system and wastewater treatment plant (WWTP). The Town has recently received requests for wastewater service from residential developers and septic relief authorities, beyond the northern and eastern limits of the existing collection system. In support of these initiatives, the Town proposes a series of collection system improvements. To allow for septic relief, the Town will extend collection system infrastructure north along the State Road 1 corridor. The Town will construct an interceptor to redirect flows from the location of the aging Davis Road Lift Station, serving the northeast sector of the service territory to a north regional lift station constructed, by others, with the planned subdivision north of town. Finally, to address safety concerns and allow for development to the east, the Town intends to relocate the Mill Street Lift Station out of the westbound travel lane of Mill Street to the east end of the existing roadway. The project includes: Septic Relief to CR 1050N, East Mill Street Lift Station Relocation, and • Davis Road Gravity Interceptor.
Total cost of this project is estimated to be approximately $2,906,841. The Town of Ossian will finance the project with a loan from the Clean Water SRF Loan Program for a term and annual fixed interest rate to be determined at loan closing. Monthly user rates and charges may need to be analyzed to determine if adjustments are required for loan repayment.
