City:
Friday, 5:41 p.m., male patient from Praxis substance abuse treatment facility walked away and was now threatening to lie on the Norfolk Southern railroad tracks. Officer located the man at the intersection of Market and Bond streets and talked him into going to Parkview Behavioral Health in Fort Wayne.
Friday, 6:48 p.m., 1000 block of South Wayne Street. Aggressive dog. Officer responded but was unable to catch the dog.
Friday, 6:50 p.m., Songbird Lane at Topaz Drive in the Oak Forest subdivision. Unlicensed solicitor going door-to-door attempting to sell bug repellent. Officer checked the area but did not see anyone matching the description.
Friday, 7:10 p.m., Roush Park, 925 W. Silver St. Suspicious vehicle in the park. Officer located two people in the backseat of the vehicle and advised them that neither alcohol nor the activity that they had been engaged in was permitted in the park. They apologized and left.
Friday, 7:56 p.m., residence in the 900 block of West Market Street. Caller complained that a neighbor had hung a black-painted American flag outside of his residence.
Friday, 10:52 p.m., residence in the 1400 block of West Central Avenue. Caller reported that a man who appeared to be intoxicated attempted to open the door to the caller’s residence, but then walked away after dropping a bag on the street with a red bottle beside the bag. Officer responded and located the man, identified as Hunter Logan Clark, 22, Bluffton, and charged him with residential entry and possession of cocaine or some other narcotic drug, both Level 6 felonies; possession of marijuana, a Class B misdemeanor; and public intoxication, a Class B misdemeanor. Bond was set at $12,000.
Saturday, 12:25 a.m., American Axle and Manufacturing, 131 Harvest Road. Possible overdose in a 30-to 40-year-old male employee. Officers and Wells County EMS responded. The man was warned not to return to the factory or he would be arrested for trespassing.
Saturday, 1:25 a.m., Wabash Street at Oak Street. Officer pulled over a vehicle for driving left of center and failing to signal a turn and ended up arresting the driver, Hector Luis Muñoz Carattini, 59, Bluffton, on charges of operating a vehicle while intoxicated endangering a person, a Class A misdemeanor; operating a vehicle while intoxicated, a Class C misdemeanor; disorderly conduct, a Class B misdemeanor; resisting law enforcement, a Class A misdemeanor; and resisting law enforcement by use of a motor vehicle, a Level 6 felony. Carratini reportedly failed to stop immediately after the police officer used her lights and siren and did not stop until after he drove his vehicle into a driveway. Carratini allegedly blew a .168 percent alcohol concentration equivalency on a Breathalyzer test. That is more than twice Indiana’s legal limit for intoxication of .08 percent.
Saturday, 8:20 a.m., Wells County Annex, 223 W. Washington St. Burglar alarm. Officers responded. Alarm accidentally tripped.
Saturday, 4:50 p.m., residence in the 900 block of West Market Street. Clothes washer stolen out of the caller’s shed. The caller knew who had stolen the washer and sought officer assistance in retrieving the washer.
Saturday, 4:59 p.m., alley behind the Linger Inn, 703 S. Main St. Caller reported his dog was attacked by an unleashed dog. The dogs had been separated. Officer responded and took information for a report.
Saturday, 6:45 p.m., 1700 block of Myra Lane in the Sutton circle subdivision. Person on a Segway going door-to-door attempting to sell Greenex.
Saturday, 9:35 p.m., emergency dispatch received a 911 test from an 11-year-old girl complaining about having to go to bed early.
Saturday, 10:14 p.m., 1500 block of Stogdill Road. Fireworks complaint. Officer responded but did not see or hear anyone setting off fireworks.
Sunday, 1:47 a.m., residence in the 500 block of South Jersey Street. Deputies served a warrant for arrest on Tavis James Beavans, 37, Bluffton, on charges of possession of marijuana with a prior conviction for the same offense, and possession of drug paraphernalia with a prior conviction for the same offense, both Class A misdemeanors. Bond set at $3,000.
Sunday, 9:39 p.m., residence in the 300 block of West Wiley Avenue. Deputies swerved a warrant for arrest on Austin Wayne Bowman, 22, Bluffton, on charges of residential burglary, a Level 4 felony; theft, a Class A misdemeanor; and criminal mischief, a Class B misdemeanor. Bond set at $12,500.
Sunday, 10:10 p.m., apartment at the Spring-Wayne Apartment complex, 525 E. Spring St. Officers served a warrant for arrest on James Edward Sanders Jr., 52, who lives in the complex, on one count of disorderly conduct, a Class B misdemeanor. Bond set at $1,000.
Monday, 4:03 a.m., Bluffton Dental Clinic, 1417 Baker Place. Burglar alarm. Officers responded. No sign of foul play found.
Monday, 11:53 a.m., Lowe’s Home Improvement, 2105 N. Main St. Surveillance video captured images of a shoplifter.

Friday, 2:05 p.m., 450E south of 500N. Report of a red-headed man in ragged clothing walking south on 450E. Caller believed the man appeared suspicious. Ossian police officer spotted the man, who said he was walking to Bluffton, but declined to talk further.
Friday, 2:43 p.m., Southern Wells High School, 9120S-300W, Poneto. Exterior door to the HVAC classroom of the ag building damaged. Entry, however, was unsuccessful.
Friday, 5:04 p.m., Temp Masters, 5975N-300W. Burglar alarm. Deputy responded. Alarm malfunctioned.
Friday, 10:02 p.m., Marzane Road at 800N. Markle police officer pulled over a vehicle and arrested the driver, Frederick Allison Page, 24, Zanesville, on charges of operating a vehicle with an alcohol concentration equivalency of .15 percent or more with a prior conviction for the same offense, operating a vehicle while intoxicated with a prior conviction for the same offense, and operating a vehicle while intoxicated with a passenger less than 18 years of age, all Level 6 felonies; and operating a vehicle while intoxicated, a Class C misdemeanor. Bond set at $5,000. Bonded.
Saturday, 8:56 a.m., residence on 900S east of Ind. 1. Mailbox hit by a Toyota (identified by a piece of car headlight debris left at the scene) which then left the scene.
Saturday, 11:26 a.m., residence on 700E south of 900S. Caller reported confronting a young man who had walked up to his house and upon seeing the caller turned around and left. The young man reportedly claimed to be delivering a package to his father’s house but had the wrong address. The caller felt that the young man was behaving strangely but he did know the young man’s father.
Saturday, 4:16 p.m., residence on Meridian Road in Poneto. Sheriff’s deputy was able to coax a dog back to his home that kept getting into traffic.
Saturday, 9:14 p.m., Rose Road near Murray. Report of someone in a homemade Jeep “mudding” on private property. Deputy dispatched but whoever it was had left before the deputy was able to arrive.
Saturday, 10:39 p.m., 100W at 200N. Sheriff’s deputy came across a vehicle parked in the road with its hazard lights. After speaking with the male driver, the deputy was able to determine that the male driver and his wife had been involved in an argument, the woman had exited the vehicle and started to walk home. While the deputy was speaking with the man, the woman returned, confirmed her husband’s story and drove home with her husband.
Sunday, 12:04 a.m., 300S east of 700E. Fireworks complaint. Deputy investigated but whoever had been setting off the fireworks was done for the evening.
Sunday, 4:05 p.m., residence on Market Street in Liberty Center. Loud verbal altercation between a man and a woman. Sheriff’s deputies responded. Situation calmed.
Sunday, 11:02 p.m., Ind. 1 at 1100N. While monitoring traffic, a sheriff’s deputy clocked a motorcycle southbound on Ind. 1 at 98 mph-55 zone and pulled it over in the parking lot of the Ossian Dollar General Store. According to a report by the investigating deputy The rider of the motorcycle, Ryan Anthony Minick, 41, Fort Wayne, reportedly appeared intoxicated and failed field sobriety tests. He reportedly did not complete a Breathalyzer test at the scene. A certified breath test conducted at the Wells County Jail allegedly showed Minick’s blood alcohol concentration equivalency to be .140 percent. He was charged with reckless driving, a Class C misdemeanor; violating conditional driving privileges, a Class C misdemeanor; operating a vehicle while intoxicated, a Class C misdemeanor; and operating a vehicle while intoxicated with a prior conviction for the same offense, a Level 6 felony. No bond set.
Monday, 8:42 a.m., Ind. 116 in front of the Six Mile Cemetery. Cow walking in the middle of the road. Deputy responded but the cow was gone.
Monday, 11:41 a.m., residence on 1200S west of 800W. Canoes taken from the residence.
Ossian:
Thursday, residence in the 400 block of Ridge Court, Brookridge housing subdivision. Cash stolen from the residence.
Thursday, 6:45 p.m., Ossian All-American Deli, 404 N. Jefferson St. Three panic alarms. Ossian police responded. Alarm button had been pressed by a child in the store.
Thursday, 7:14 p.m., officer pulled over a maroon Honda minivan on LaFever Street near Ogden Street after observing that the license plate was not properly visible. The driver of the vehicle, identified as Bryshon Lockett, Ossian, was cited into Wells Superior Court on charges of knowingly or intentionally operating a motor vehicle while never having been issued a driver’s license, a Class C misdemeanor; operating a motor vehicle without insurance, a Class A infraction; and improper display of a license plate, a Class C infraction. The officer also noted in his report to the court that he could smell a strong odor of marijuana emanating from the interior of the van. After a search of the van, the officer reported finding two small plastic bags containing what appeared to be marijuana and a couple loose pieces of marijuana inside a bag containing personal items belong to the van’s front seat passenger, Braden Phillips. Phillips, of Ossian, was charged with possession of marijuana, a Class B misdemeanor. Phillips was already out on bail from a June 9 arraignment in Wells Superior Court for possession of marijuana, a Class B misdemeanor, and faces revocation of his bail.
Friday, 11:08 a.m., apartments in the 400 block of Countryside Drive. Woman reported that she believed a male acquaintance of hers had vandalized her car with black spray paint. The suspect reportedly came to the Ossian Police Department later in the day and allegedly admitted to having caused the damage to the car.
Friday, 6:26 p.m., report of people riding electric scooters soliciting around town. Ossian police officer caught up with one of the solicitors who did not have a permit to solicit. The officer told the solicitor to tell his three comrades to stop soliciting until they get a permit.
Friday, 2:46 p.m., Ossian Furniture, 10018N-Ind. 1. Burglar alarm. Officers responded. Alarm malfunctioned.
Friday, 4:32 p.m., residence in the 200 block of North Metts Street, Ossian. Someone had thrown eggs at the residence.
ACCIDENTS

Friday, 2:36 p.m., Walmart Supercenter parking lot, 2100 N. Main St. Grace B. Dunn, 74, Ossian, drove her 2020 Ford F-150 pickup truck into a parking space in the parking lot, drove too far and bumped a 2017 Jeep Wrangler, the registered owner of which was not listed on the accident report, that was parked in the space opposite of the one Dunn had pulled into. Damage exceeded $1,000.
Monday, 11:35 p.m., 979 N. Main St. Kyle A. Johnloz, 31, rural Roanoke, was backing a 2015 Jeep Grand Cherokee into a parking space as Jack J. Trosper, 73, Warren, was driving into the parking lot in a 2014 Chrysler Town & Country van. The two vehicles collided causing more than $5,000 damage.

Friday, 1:32 p.m., 600E at U.S. 224 in Tocsin. A 2020 Honda Odyssey van, driven by Nacayla M. Price, 30, rural Ossian, hit a 2008 Toyota Prius, driven by Shannon K. Johnson, 54, rural Ossian, from behind as Johnson was stopped at the intersection waiting for traffic to clear to make a right turn from 600E onto U.S. 224. Neither driver was injured. Damage exceeded $2,500.
Friday, 11:02 p.m., Rose Road. James D. Butts, 64, Markle was driving on Rose Road after dark when he spotted an unknown object in the roadway, swerved to miss it, drove a 1988 Ford F-250 pickup truck off the road and rolled it onto its top when he entered the ditch. Butts was not injured. Damage to the pickup truck exceeded $10,000. Bluffton Fire Rescue and Wells County EMS were dispatched to the scene because the initial caller could not advise if anyone in the truck was trapped or injured.
Monday, 4:10 a.m., Ind. 218 near 100W. Robert L. Maynard, 32, Bluffton, hit a large raccoon with his 2016 Chevrolet Sonic. Damage to the car exceeded $2,500.
