Isaac Brian Charles Ingram, 22, Fort Wayne, pleaded guilty to operating a vehicle with a Schedule I or II controlled substance or its metabolite in his body with a prior conviction for the same offense, a Level 6 felony.

Sentenced to two years in prison, with all but 44 days suspended — credited as time served, and placed on probation for 580 days.

Ordered to undergo substance abuse counseling, Driver’s license suspended submit a DNA sample, pay the costs associated with his blood test as well as court costs and probation fees.

Driver’s license suspended for one year.

As part of a plea agreement, a second count of operating a vehicle with a Schedule I or II controlled substance or its metabolite in his body with a prior conviction for the same offense, a Level 6 felony; possession of a controlled substance with a prior conviction for the same offense, a Level 6 felony; possession of marijuana, a Class B misdemeanor; and speeding, a Class C infraction, were all dismissed.

While patrolling Ind. 116 west of 100W Sept. 26, 2020, a sheriff’s deputy clocked an oncoming car at 84 mph-55 zone. The deputy turned around and pulled it over.

The driver, Ingram, had an active warrant for his arrest out of Allen County on a charge of violating probation.

Ingram was placed under arrest on the warrant and prior to towing his vehicle, sheriff’s deputies performed a vehicle inventory. In the process they located a small clear plastic bag with a green leafy substance with the odor and appearance of marijuana and three white pills of methylphenidate hydrochloride, a prescription medication used to treat attention deficit disorder.

Ingram reportedly tested negative for alcohol consumption but allegedly failed field sobriety tests. He reportedly admitted to the arresting deputy that he had smoked marijuana and had taken the prescription anti-anxiety medication Xanax and Adderall, a prescription medication used to treat attention deficit disorder, about four days earlier.

A toxicology test allegedly showed the presence of THC, the psychoactive ingredient in marijuana, and amphetamine in his blood.

Michael Wesley Wayer, 40, rural Markle, pleaded guilty to failure to register as a sex or violent offender, a Level 6 felony, and admitted to being an habitual offender.

Sentenced to a total of 1,642 days in prison (four and a half years) with all but 180 days suspended.

Placed on probation for 1,462 days.

Credited for two days spent in confinement awaiting disposition of his case.

In lieu of jail, Wayer was ordered to serve 550 days of home detention. Ordered to submit a DNA sample, pay court costs and probation fees.

As part of a plea agreement, one count of failure to register as a sex or violent offender, a Level 6 felony, dismissed.

A sheriff’s deputy checked at Wayer’s residence twice to see if Wayer was at his residence — July 2 and 10, 2021 — but he allegedly was not there either time. During an interview with Wayer, the deputy reportedly learned that Wayer had not been staying at the residence where he was registered, nor had he worked at the place of employment he had listed on his registration since 2017.
