NOTICE TO BIDDERS
Notice is hereby given that the Wells County Board of Commissioners, Owner, will receive sealed bids for the:
2026 LIBERTY CENTER PAVING
The work consists generally of milling, tack coat application, hot mix asphalt resurfacing, compacted aggregate placement, and related incidental work on various streets within Liberty Center, Indiana. The project also includes additional minor patch/paving locations, which will be identified in the bid documents.
Sealed bids will be received by the Wells County Highway Department at the Wells County Highway Garage, located at 828 E 200 S, Bluffton, IN 46714, until 1:00 p.m. local time on Wednesday, July 1, 2026, at which time bids will be publicly opened and read aloud.
Bid documents, specifications, and proposal forms may be obtained from the Wells County Highway Department by email request to nate.whitacre@wellscounty.org. Questions regarding the bid documents shall be directed to the County Engineer no later than 12:00 p.m. on Thursday June 25, 2026.
Each bid shall be accompanied by a certified check or bid bond in an amount not less than five percent (5%) of the total bid amount, payable to the Wells County Board of Commissioners. The successful bidder shall be required to furnish a satisfactory performance bond in the amount of 100% of the Contract amount and comply with all applicable laws, ordinances, and regulations. The Owner reserves the right to hold bids for a period not to exceed sixty (60) days.
The Contract shall be awarded to the lowest responsive and responsible bidder. The Wells County Board of Commissioners reserves the right to reject any or all bids and to waive any informalities in the bidding process. Bids shall be submitted on State Board of Accounts Form 96 (latest revision), completely executed, including a fully completed Contractor’s Financial Statement as required therein.
All work shall be substantially complete by October 23, 2026.
