Thursday, 2:56 p.m., 300 block of West Cherry Street. Caller reported harassment and requested a report to be filed.

Thursday, 3:09 p.m., Walmart. Report of theft.

Thursday, 4:14 p.m., 900 South Mulberry Street. Report of several dogs loose. Owners made aware and confirmed they would keep dogs inside.

Thursday, 6:12 p.m., Praxis. Report of woman trying to leave and displaying violent behavior. Woman transported by EMS at her request.

Thursday, 7:48 p.m., Capri Meadows. Welfare check requested for callers friend. Subject was safe.

Thursday, 9:35 p.m., 1100 block of West Jefferson Street. Caller reported white van with rust on back asking her 10 year old child questions about a dog and driving by several times. Advised to call again if he returns.

Thursday, 10:09 p.m., Wells County Jail. Caller requested officer assistance with woman she picked up who was intoxicated and panicking in her car. Officers transported the woman to her sons to retrieve property and then to her residence.

Thursday, 10:31 p.m., Spring Wayne Apartments. Welfare check requested for woman talking to herself and sitting in center of parking lot. Woman reported she was waiting for a ride. Advised not to sit in the middle of a parking lot.

Thursday, 10:43 p.m., 200 block of East Washington Street. Caller reported possible domestic altercation overheard nearby.

Friday, 1:57 a.m., Walmart. Report of three people going through storage units at Premier Flats. Subjects were employees completing work.

Friday, 6:25 a.m., Park Center. Report of woman hiding in bushes. Woman advised she would relocate to a park and drink her water there.

Friday, 6:43 a.m., Walmart. Report of wallet stolen from shopping cart in parking lot.

County:

Thursday, 2:47 p.m., 116 N 2nd St., Decatur. Detective assisted Adams County detective with a fraud investigation occurring in multiple counties. The suspect had used a company credit card to buy furniture, which was delivered outside of an apartment. While the suspect’s vehicle was at the location, no one answered the door when the detectives arrived. The detectives saw the furniture inside the apartment through the window and seized the items. No other stolen items were found in a search of the apartment. 

Friday, 2:20 a.m., Indiana State Highway Garage, Bluffton. Semi stopped in turn lane. Driver stated he had a 7 a.m. appointment at Peyton’s and stopped to sleep. 

Friday, 3:41 a.m., west Ind. 218 and south 600W, Poneto. Deer in the roadway. Removed. 

Friday, 7:21 a.m., east Ind. 124 and north 450E, Bluffton. Citation issued for speeding. 

Friday, 8:26 a.m., east U.S. 224 and north 700E, Craigville. Citation issued for speeding. 

Friday, 8:43 a.m., east U.S. 224 and north 700E, Craigville. Citation issued for speeding. 

Ossian:

Thursday, 11:20 p.m., 730 Westview Drive, Ossian. Report of a possible burglary in progress. Caller stated someone had hit their door. No one was located in the area.

Friday, 8:31 a.m., 123 South Marion Street. Rekindling of commercial structure fire.

ARRESTS

David Witmer, 52, New Haven; driving while suspended, a Class A misdemeanor. Booked and released. 

Elliot Dontrell Foster, 28, Bluffton; possession of a legend drug or precursor, a Level 6 felony, possession of marijuana, a Class B misdemeanor, and possession of paraphernalia, a Class C misdemeanor. Bond set at $11,500. 

Oy Sar, 29, Fort Wayne; theft, a Class A misdemeanor. Bond set at $13,500. Bonded. 

Lora Luann Schorey, 51, Fort Wayne; possession of a hypodermic syringe or needle, possession of cocaine or a narcotic drug and possession of methamphetamine, all Level 6 felonies. Bond set at $15,000. Bonded.
