City:

Wednesday, 12:10 p.m., residence in the 500 block of South Indiana Street. Warrant for arrest served on Lisa Rena Evans, 51, of that address, for violating probation.

Wednesday, 3:15 p.m., Wells County Highway Garage, 1600 W. Washington St. Burglar alarm. Officers dispatched. No sign of foul play found.

Wednesday, 3:32 p.m., residence in the 400 block of South Street. Dog owner warned for allowing the animal to charge at attendees of the Bluffton Free Street Fair.

Wednesday, 3:55 p.m., residence in the 700 block of North Main Street. Caller reported receiving vague threats over a suspicious check received.

Wednesday, 6:25 p.m., Main Street at Market Street on the midway of the Bluffton Free Street Fair. Juvenile female reported being “jumped” by a group of girls

Wednesday, 6:32 p.m., Johnson Street at Washington Street. Group of youth riding bicycles on the midway of the Bluffton Free Street Fair after being told to not do it.

Wednesday, 6:59 p.m., First Baptist Church, 202 W. Cherry Street. Report that someone attending the Bluffton Free Street Fair had parked a vehicle in a parking spot marked reserved for the church.

Wednesday, 6:59 p.m., Main Street midway of the Bluffton Free Street Fair. Bluffton Fire Department first responders, officers and Wells County EMS dispatched to a report of a 63-year-old man suffering from an unspecified medical problem. The man declined transport to the hospital but instead decided to walk there himself.

Wednesday, 7:27 p.m., 100 block of West Cherry Street. Person attending he Bluffton Free Street Fair had parked in a spot that was prohibited.

Wednesday, 7:44 p.m., Hardee’s restaurant, 211 N. Main St. People attending the Bluffton Free Street Fair had blocked off the Scott Street exit by parking across the open space. The vehicles were moved.

Wednesday, 7:53 p.m., Parlor City Plaza on the midway of the Bluffton Free Street Fair. Unconcious man on the plaza. Bluffton Fire Department first responders, officers and Wells County EMS dispatched.

Thursday, 1:46 a.m., 100 block of East Market Street on the midway of the Bluffton Free Street Fair. Carnival worker reported theft of all of the items from his tent. Officer dispatched and discovered that the tent had actually blown over from high winds following the passing of a line of storms. Nothing had been stolen.

Thursday, 8:10 a.m., Marion Street at Perry Street. Report of a vehicle parked across the entrance that the vendors for the Bluffton Free Street Fair use to access the fair.

Thursday, 10:35 a.m., mobile home in the 700 block of Cedar Road, Bluffton Woods mobile home park. Broken into overnight and tools stolen.

Thursday, 11:04 a.m., Peyton’s Northern, 1111 S. Adams St. Report of a man in his 30s outside of the facility in the yard moaning and not responding properly. Bluffton Fire Department first responders, Wells County EMS and police officers dispatched.

Thursday, 12:46 p.m., Main Street at Market Street. Caller reported people possibly using drugs on the midway of the Bluffton Free Street Fair.

County:

Wednesday, 2:49 p.m., residence on Meridian Road north of 1100N. Goats running at large creating a traffic hazard. Sheriff’s deputy responded and advised the goat owners to keep them inside the fenced area.

Wednesday, 11:14 p.m., 800N east of 100E. Sheriff’s deputy assisted a driver whose vehicle ran out of gas. When the vehicle still would not start, the deputy transported the person to his workplace.

Thursday, 12:03 a.m., Ind. 1 near 750S. Sheriff’s deputy offered assistance to a female motorist whose vehicle had run out of gas. However, upon arrival, he reported the woman seemed incoherent and was saying things that didn’t make a lot of sense. She claimed that she had just come from a fair in Ossian. When the deputy asked the woman — who was from New Haven — if she knew where Ossian was located she pointed south and said it was about an hour away (she was already about   six miles south of Bluffton). The deputy took her into custody for a blood draw and any charges against her will be pending the results of the blood test.

Thursday, 12:07 a.m., residence on Melching Drive. Caller reported theft of campaign signs.

ACCIDENTS

City:

Thursday, 10:38 a.m., Scott Street at South Street. Gary L. Schwartz, 69, rural Bluffton, was driving a 2017 Ford F-250 pickup truck east on South Street. He stopped for the intersection and then entered it striking the side of a northbound 2017 Toyota Camry driven by Gary L. Binegar, 60, rural Pennville. Wells County EMS and Blufton Fire Department first responders dispatched to the scene. Binegar was suffering from non-incapacitating abdominal pain. Damage exceeded $2,500.

ARRESTS

Shawn Michael Collis, 29, Bluffton; criminal mischief, a Class B misdemeanor. Bond set at $1,000.

Au Bi Dah, 31, Fort Wayne; failure to appear in court. No bond set.

Timothy Nathanial Thomas, 30, rural Decatur; probation violation. No bond set.

Dennis Davis Rogan, 32, Fort Wayne; leaving the scene of a property damage crash with a prior conviction for the same offense, a Level 6 felony; operating a vehicle with an alcohol concentration equivalency of .15 percent or more, a Class A misdemeanor; operating a vehicle with a controlled substance in his body, a Class C misdemeanor; and operating a vehicle while intoxicated endangering a person, a Class A misdemeanor. Bond set at $6,500.
