Phillip M. “Phil” Hoover, 72, passed away Monday morning, Nov. 14, 2022, at Envive Health Care in Berne, Ind.

Phil was born in Garrett, Ind. on May 27, 1950, to Merle W. and Helen M. (Diehl) Hoover, both parents preceded him in death. He married Cynthia A. (Baumgartner) in Bluffton on Aug. 4, 1973, and she survives in Bluffton.

He was a 1968 graduate of Blackford High School. Phil was employed by the City of Bluffton Street Department for 23 years and owned and operated Hoover’s Trenching for 10 years until his retirement. He was also a member of the Bluffton Volunteer Fire Department for 10 years, and was a member of the Apostolic Christian Church in Bluffton. He enjoyed woodworking, traveling and driving for the Amish.

In addition to his wife, Phil is survived by a son, Michael J. Hoover of Bluffton; a sister, Rebecca (Mark) Reynolds of Monticello, Ind.; and his mother-in-law, Marjorie Baumgartner of Bluffton. Phil was preceded in death by his parents, and his father-in-law, Truman Baumgartner.

Visitation will be from 11 a.m. to 2 p.m. on Thursday, Nov. 17, 2022, at Goodwin – Cale & Harnish Memorial Chapel in Bluffton, followed immediately by a funeral service at 2 p.m. Steve Frauhiger and John Baumgartner will officiate. Burial will follow the funeral service at Apostolic Christian Cemetery in Adams County.
