The Indiana Department of Transportation (INDOT) with funding from the Federal Highway Administration (FHWA), proposes to proceed with the SR 116 Road Reconstruction Project, Des. No. 1383504. The project is approximately 11.5 miles in length, from 0.1 miles east of US 224 to 0.25 miles east of the north junction of SR 124, in Rock Creek Township, Huntington County as well as Rock Creek and Lancaster Townships, Wells County.

The project involves a Preventative Hot Mix Asphalt (HMA) for the portion of the project outside the Town of Markle and a full-depth reclamation (FDR) of the roadway for the portion of the project within the Town of Markle. It will also include two-foot-wide paved shoulders outside Markle. Within Markle, the proposed project will upgrade curb ramps to Americans with Disabilities Act (ADA) standards. The proposed project also includes the replacement of guardrail and culverts as well as sidewalk shelf-grading along SR 116/E. Morse St. on the east side of Markle. 0.05 acres of right-of-way acquisition will be required.

The proposed action impacts properties listed on and eligible for the National Register of Historic Places (NRHP). Properties listed in or eligible for the NRHP located within the Area of Potential Effects (APE) include the Markle United Methodist Church, the Markle Downtown Historic District, the Douglas Lesh House at 250 E. Morse St., and the “Queen Anne” house at 430 E. Morse St. INDOT, on behalf of the FHWA, has issued a “No Adverse Effect” Finding for the project, because the project will not diminish the integrity of the characteristics that qualify the historic properties within the APE for inclusion in the NRHP. In accordance with the National Historic Preservation Act, the views of the public are being sought regarding the effect of the proposed project on the historic elements as per 36 CFR 800.2(d), 800.3(e) and 800.6(a)(4). Pursuant to 36 CFR 800.6(a)(4), the documentation specified in 36 CFR 800.11(e) is available for inspection at Green3 and via INDOT’s Section 106 document posting website IN SCOPE at: http://erms.indot.in.gov/Section106Documents/. This documentation serves as the basis for the “No Adverse Effect” finding.
