State Revolving Fund (SRF) Loan Program Categorical Exclusion (CE): Bluffton, Wells County, Lancaster Township, Wastewater Treatment Plant Improvements; SRF Project WW 14 18 90 01.
To all interested parties: this is notification that the Bluffton Wastewater Treatment Plant (WWTP) Improvements project is categorically excluded from substantive environmental review. The SRF is submitting the CE for public notice.
Improvements will be made to the Bluffton WWTP to improve treatment and address identified deficiencies at the facility. These improvements include: new mechanical screen; new grit removal equipment; new headworks structure and building; modifications to the existing grit channels, diversion structure and pump stations; digester pipe and cover replacement for anaerobic primary and secondary digester #2; new digester mixer for Digester #2; miscellaneous new process controls; new level sensors for Pump Stations #1 and #2 and new control panel fan for Pump Station #2; new backflow prevention, new slide gate and plug valve for Plant #1; new automatic sampler for sampling combined sewer overflows; new collector system equipment for Plant #1 final settling tank; and concrete repairs for Plant #1 primary/final settling and aeration tanks.
The city rejected the “No Action” alternative, since the deficiencies identified in Indiana Department of Environmental Management’s Inspection Summary/Violation Letter would not be addressed nor the immediate needs at the WWTP.
Total cost of this project is estimated to be approximately $5,644,000. Bluffton will finance the project with a loan from the SRF Loan Program for a 20-year term at an annual fixed interest rate to be determined at loan closing. Monthly user rates and charges may need to be analyzed to determine if adjustments are required for loan repayment.
The project will affect only areas significantly disturbed by previous construction activity; many project elements will occur in existing structures. The project will not affect wetlands, wooded areas, surface waters, endangered species, or prime farmland. The WWTP is in the 100-year flood plain; however, all of the critical facilities and controls associated with the WWTP improvements will have final elevations above the 100-year floodplain. The SRF’s finding pursuant to Section 106 of the National Preservation Act is: “no historic properties affected.”
