PLANNED IMPROVEMENT

The Town of Markle is developing plans for the reconstruction of Tracy Street between SR 116 and CR 600N. The project is located in Section 6 of Township 27 North, Range 11 East in Wells County, Indiana.
The improvements will consist of the reconstruction of Tracy Street between SR 116 and CR 600N with a typical section of two 12-foot lanes of asphalt pavement with concrete curb and gutter. At the south approach to US 224, the Tracy Street will widen to the west to provide a dedicated left turn lane. The section will also include a 5-foot wide concrete sidewalk with a 5-foot wide parkway from SR 116 to Country Side Drive. Additional improvements include installation of a new storm sewer system with curb and yard inlets. The existing street approaches along Tracy Street (within the project limits) will be improved by installing new asphalt pavement with curb and gutter along the radii. Dedicated right turn lanes will also be constructed along eastbound US 224 and westbound SR 116 to Tracy Street.  The total project length is approximately 0.57 miles.
It is intended to construct this project by closing Tracy Street in 2 phases with the dividing point being at the entrance to the Markle Health and Rehabilitation facility.  A detour route will be posted.  The contractor will be required to maintain access to all properties during construction.
Construction of the project will require approximately 1.5 acres of new permanent right-of-way and 0.13 acre of temporary right-of-way. No displacement of residents or businesses will be involved with this project. There are no wetlands anticipated to be impacted as part of this project. Construction Cost of the project is estimated at $2,500,000.

All interested persons may request a public hearing or express their concerns by submitting comments to the attention of Jay A. Stankiewicz, Project Manager at DLZ Indiana, LLC, 111 West Columbia Street Suite 100, Fort Wayne, Indiana, 46802 on or before Wednesday April 17th, 2013.
If a hearing is determined to be in the best interest of the public, a notice will be advertised with the date, time, and place.  Otherwise, any comments or materials received for the record will be considered in the decision-making process.
This notice is published in compliance with Title 23, Code of Federal Regulations, Section 771.111(h) entitled “Early Coordination, Public Involvement and Project Development”, and the Indiana Public Involvement/Public Hearing Procedures for Federal-Aid Project Development approved by the Federal Highway Administration, U.S. Department of Transportation on August 16, 2012.
