B-H Board rates superintendent ‘highly effective’

Citing “great gains in virtually every measurable category,” Bluffton-Harrison school board President Daryl Elliott announced that he and his fellow board members evaluated Superintendent Wayne Barker as “highly effective” for the 2012-2013 school year.
